When I purchased the rotifers I had the choice between live or resting cells. I chose the cells to give me a chance to start the photoplankton culture. From what I read either way is fine but a problem might be the quatity of rotifers needed in the tank. By keeping them in the fridge you'll slow down their reproduction rate and the quantity of rotifers in the bottle will all that you have.
I cultured mine in a five gallon bucket in the basement, air rated with no heater and added photoplankton daily. I also co-cultured them in the tank with the fry. By adding photoplankton to the fry tank the rotifers that were not eaten will reproduce and populate the tank. The first few days it's more important to have a large quantity in the tank so the fry can easily find them. Also, since the fry tank is heated this would also help the rotifers to multiply.
Some on here have used a bottled photoplankton with the rotifers with much success but I forget the brands.
