There are only three reasons that I know of for why clowns don't host in anemones:
1- It's not the kind of anemone that the clown likes.
2- You have a tank raised clown that has never seen an anemone and doesn't know it's a house.
3- You have an anemone that doesn't want to have a clownfish as a friend.
Tomatoes host Bubbles, Sabaes, and some Carpet anemones. As far as I know, not many clowns will host a Condy. Condys are Caribbean (also called Haitian Anemone) and clowns are Indo-Pacific fish, but you might get a clown to host. I've even seen clowns host in Xenias. I don't know what kind of anemone you mean by 'flower' - there can be so many.
