I guess you can go either way.
In Joyce Wilkerson's book she set up spawing tanks which consisted of a bare minimum. She had a clay tile in the tank for the clowns to use to lay their eggs on. I tried to add the tile after they started laying their eggs and the clowns moved it out of their way.
She also had tanks with live rock, protein skimmers, etc. A fish only tank with live rock. An anemome or coral is not needed for the clowns to spawn. It's more important that they feel secure, no aggressive tank mates, and you provide a regular schedule, lights on a timer, feeding same time, etc...
I guess it all depends on how much maintenance you want with the tank vs aesthesics.
I would suggest picking up Joyce Wilkerson's book. Alot of good information and it would prob steer you in the right direction.
